Первый самолет вылетел из СССР в Гавану 29 марта 1990 года. Но чиновники перестроечной страны вынуждены были признать, что оплатить пребывание детей на Кубе нет возможности. Однако все расходы Куба взяла на себя. Фидель Кастро заявил о том, что правительство страны утвердило государственную программу помощи «Дети Чернобыля» для маленьких жителей пострадавших республик СССР. На вопрос журналистов, на какой срок рассчитана программа, он ответил: «Помогать будем столько, сколько будет нужно». Детишкам, пострадавшим от последствий Чернобыля, был отдан лучший пионерский лагерь Кубы «Тарар», а кубинским медикам удалось то, что не получилось у врачей на Украине, — на ноги были поставлены тысячи детишек. Всего за 22 года действия программы через «Тарар» прошли 24 тысячи ребятишек. Куба, сама находившаяся в тяжелом экономическом положении, потратила на их содержание и лечение 350 миллионов долларов.
